Someone Is Listening to the Whistleblowers
After every major hurricane, a pattern repeats. Field adjusters inspect homes. They document the damage. They write honest estimates. Then someone changes the numbers.
The field adjuster’s name stays on the report. Their license number stays on the report. But the estimate is no longer theirs. A desk adjuster rewrote it. A manager ordered cuts. The payout dropped. Sometimes by 70, 80, or 90 percent.
The homeowner never knows. The policyholder trusts the report. They accept the low number. They move on.
Some adjusters refused to stay quiet. They risked their careers to speak out. And one attorney stood with them.
Who Is Steven Bush
Steven Bush is an attorney at Merlin Law Group in Tampa. Before law school, he spent more than a decade as a public adjuster. He worked claims from Hurricane Katrina forward. He is also a Certified Indoor Environmentalist.
He understands this industry from every angle. He has stood in living rooms like yours. He has written the estimate. He knows what honest damage assessment looks like. That is why he recognized fraud when whistleblowers brought it to him.
Bush recently joined Merlin Law Group with fellow attorneys Trey Flournoy, F. Todd Frederick, and Jimmy DePalo.
The 60 Minutes Investigation
CBS 60 Minutes aired an investigation into altered Hurricane Ian damage reports. Whistleblower adjusters described how their estimates were changed after submission. Full roof replacements became repairs. Entire sections of damage assessments were deleted.
Steven Bush appeared in the report. He had been collecting evidence from adjusters across Florida. He told 60 Minutes that carriers were manipulating estimates in six states. He said policyholders had no idea.
One whistleblower, Ben Mandell, said he was fired after complaining to his bosses. Jordan Lee testified before Florida lawmakers in December 2022. Six whistleblowers came forward. Bush represented them.
Bush turned evidence over to state investigators. Florida opened a criminal investigation. Two years after Ian, no arrests had been made.
The Advocates Award
Bush received an Advocates Award for his whistleblower work. In his acceptance speech, he said the award was not about him. It was about the courage of people exposing how insurance companies systemically require honest people to cheat policyholders.
He credited his staff. He credited other attorneys. He credited Doug Quinn and the American Policyholder Association.
That connection matters. The APA tracks carrier fraud. Bush brings the cases. Quinn builds the public record. Together they form a network that did not exist before.
Why This Matters for Isaias
Hurricane Isaias hit the Panhandle on October 9, 2026. Thousands of claims are now in the system. Adjusters are writing estimates right now.
The Ian scandal proved that altered reports are not a theory. They are a documented practice. Field adjusters write honest numbers. Someone behind a desk changes them. The policyholder pays the price.
You cannot see the alteration. The report carries the field adjuster’s name. It looks official. But the numbers may not be theirs.
This is why independent representation matters. A public adjuster documents your damage separately. Your own estimate becomes the check against theirs.
What Bush Said That Stuck
When asked what would change the industry, Bush gave a direct answer. He said the industry needs to see real consequences, not just headlines.
He also said most people will not stand up and fight. He hears it constantly. Homeowners tell him they had to replace the roof. They took the low offer. They moved on.
You do not have to accept that outcome.
PAG Recognizes Its Allies
The Policyholder Advocacy Group endorses the American Policyholder Association. We recognize Steven Bush as an ally in the same fight.
A public adjuster represents you, the policyholder. The insurance company’s adjuster represents the insurance company. Attorneys like Bush hold the line when carriers cross from bad faith into fraud.
